What is a Wildcard and when should you play it?

The rule, exactly

A Wildcard makes every transfer in that gameweek free — no four-point hits, no limit on how many you make. The squad you finish with is your squad from then on; nothing reverts.

You get two per season: one that must be played by the Gameweek 18 deadline (it does not carry over), and one available from Gameweek 19. It is played when you confirm transfers, it cannot be cancelled once played, it cannot be used in Gameweek 1, and it keeps any free transfers you had banked.

Only one chip can be active in a gameweek, so a Wildcard week cannot also be a Bench Boost or Triple Captain week.

When to actually play it

There are two good triggers. The first is damage: three or more of your players are injured, suspended or benched, and fixing it with paid transfers would cost twelve points or more. The second is drift: your squad was built for August fixtures and the calendar has turned against it.

The classic mistake is saving the first Wildcard so long that it expires at Gameweek 18 unplayed — which is simply a free rebuild thrown away. If you reach Gameweek 15 with it unused, start looking for the week.

What is different with five leagues

A Wildcard here can rebalance which countries your squad lives in, not just which clubs. Blank weeks land differently in each league — the Bundesliga has no fixtures at all in Gameweek 1, for instance — so a Wildcard placed just before a run of blanks in one league can move your money to where the football actually is.
