You do not have to choose. Take the Ligue 1 players you would never sell, then fill the rest from Premier League, La Liga, Serie A or Bundesliga. The squad rules are the only limit: 15 players, £100m, three per club.
Where your budget comes from
Almost nobody builds a squad mostly from Ligue 1, and almost every good squad has two or three players from it. That is the correct way to use this league: it is the funding, not the foundation.
The single most useful thing in France is the goalkeeping. The best Ligue 1 keeper last season cost under £6m and returned more than keepers costing two pounds more elsewhere — and a goalkeeper is the easiest place in a squad to save money without noticing the difference.

For value, it is the strongest league in the game. Its ten best players cost less on average than any other league's, and its best goalkeeper came in under £6m. Most competitive squads carry two or three Ligue 1 players precisely because of what that frees up elsewhere.
Is there a fantasy Ligue 1 game in English?
Yes. Fantasy Football Europe covers all 18 Ligue 1 clubs and 487 Ligue 1 players in English, with the same rules as Fantasy Premier League. You can build a squad entirely from Ligue 1, or mix Ligue 1 players with players from the other four of Europe's top leagues in the same team.
